The compliance strategies after the effective of Kyoto Protocol on political economy analysis

There are four major parts in this project: 1. Analyzing key elements, countries, international organizations and actions in Post-Kyoto period, and establishing the foundation of Taiwan’s standpoint with legal aspects. (1) Illustrating and interpreting the six elements of Pew Center, including A Long- Term Target, Climate Commitments, Equity and Climate, Addressing Cost, Development and Climate, and Trade and Climate. (2) Collecting information about Japan National Institute for Environmental Studies (NIES), Korea Environment Institute (KEI) and American Pew Center on Global Climate Change. (3) Collecting information about main countries (U.S.A., Canada, Australia, European Union, Japan, Korea, China, and etc.), and the relevant international cooperation planning on main institutes. (4) Collecting experiments about international Non-Kyoto mechanisms, including Chicago Climate Exchange (CCX), The Climate Trust, and Australian New South Wales (NSW). 2. Analyzing the correlations between WTO and the United Nations Framework Convention on Climatic Change (UNFCCC) with legal aspects. (1) Collecting academic reports which are related to discussions on Kyoto Protocol and WTO, WTO/CTE, and WTO/CTESS. (2) Paying attention on Kyoto Protocol influences to the environmental services, green industry and power-saving technology. (3) Comprehending whether the restriction occurs through interpreting the WTO dispute settlement mechanism, experiment-sharing documents, and discussion meetings. 3. Attempting to establish the correlation channel between domestic systems and international mechanisms in Post-Kyoto period, and to strengthen the international supports. (1) Analyzing the legal conditions of Taiwan joins the existing international carbon fund and manage carbon fund. (2) Analyzing the international carbon fund and Global Environmental Facility, (GEF) to propose the participating opportunities of Taiwan, and assessing the difference of participating opportunities between the state status and the corporation status. (3) Assessing the cooperation with U.S.A. or the Australian carbon trade system through any channel, in order to take investigation of the emission model, accumulate the experience of carbon-trade at the same time, and to expand the trade-market between Non Parties. 4. Participating the international conferences, in order to establish and open up international cooperation channels. (1) To participate in the UNFCCC COP 11, COP/MOP 1, SB 22 and 23. (2) To visit Korea Environment Institute (KEI), and Korea Energy Management Co. (KEMCO). (3) To participate in Workshop on Central American Regional MARKAL Model Development and International Cooperation in Green House Gas Mitigation (2005.07.12-13).
